A TM44 inspection, which is often also referred to as a TM44 Survey, is a professional and comprehensive assessment of air conditioning systems.
The requirement for a TM44 inspection is mandated by the Energy Performance of Buildings (Certificates and Inspections) Regulations 2007. The purpose of the TM44 Inspection is to ensure that air conditioning systems are operating safely and efficiently.

What is a TM44 Inspection?
A TM44 inspection is a mandatory inspection for air conditioning systems which is designed to ensure the safety, efficiency, and effectiveness of air conditioning systems.
The inspection is carried out by accredited energy assessors to evaluate performance and identify potential energy-saving opportunities and improvements.
Inspections must be carried out on all air conditioning systems with an effective rated output of more than 12kw.
The report will include the following:
- Identification of any faults and suggested remedies
- Adequacy of installed control
- Assessment of control settings and suggestions for improvements
- Evaluation of installed system size relative to the cooling demand with suggested improvements
- Concise summary of findings together with major recommendations
- Examination of air handling equipment connected to the air conditioning systems
- Inspection of various building factors which could affect air conditioning efficiency. i.e. Glazing, impact of lighting systems, and impact of other heating systems, etc
How Often Do You Need a TM44 Inspection?
The frequency of TM44 inspections varies depending on the output of the system.
Systems with an output of more than 12kw should be inspected at least every 5 years.
The first inspection should take place before the air conditioning is 5 years old and thereafter should be scheduled to take place every 5 years to comply with legislation.
Is a TM44 Inspection a Legal Requirement?
A TM44 inspection is a legal requirement and there are repercussions for failing to ensure compliance.
Following completion of a TM44 report, a copy of the report and findings are lodged on the Government database.
Failure to arrange a TM44 inspection when this is due carries a statutory fine of £300. This penalty can be repeated weekly until a valid certificate is in place.
There is also an additional fine of £200 for failure to provide an outstanding report within 7 days of a request being made.
Who is Responsible for Ensuring Compliance?
TM44 inspections have been a legal requirement since 2011 and remain the responsibility of building owners and operators.
According to the Government Energy Performance of Buildings Regulations, it is the responsibility of the person or business with overall control of the air conditioning system to ensure TM44 inspections are carried out in line with regulations.
In a serviced building where you only have control of the thermostat by remote, the responsibility for ensuring compliance with inspections is the duty of the persons or company who manages the building. This is the case for all commercial buildings.
